[BUG][1.3.0/1.3.1] Negative knowledge balance

Not completely sure if it is bug or intended, but as the title implies, Dadnauts with "siphon" trait are perfectly capable of making unlimited knowledge "debt":



I decided to report it as bug cause Knowledge is like currency in Deadnauts - you have it, until you buy something for it, they you *don't* have it as usable money anymore. Thus, it is perfectly OK to have Deadnaut stealing stockpiled data from this or previous missions, but they shouldn't be able to make it go into negative values - cause they aren't able to to take away something that you don't have anymore (or something that is worthless anyway, cause knowledge got shared with earth).

BTW, the "siphon" flaw seem pretty unbalanced, too. It is very easy to negate its negatives entirely As long as you keep Deadnauts together, it is, basically, a free +10, without *any* negative sides (other Deaadnauts doesn't even get frustrated with the thief when he "looks shifty" and they need to kep an eye on her/him). OTOH, if the Deadnaut is left alone, he steals by thousands in one "tick" of the event, basically ruining campaign (at least on higher difficulties, you're nothing without proper gear). so, basically it screw you over first time, before you know how it works, then it's free perk.

I think that it would be more balanced if it would:
a) as mentioned, make Deadnauts frustrated just like other negative perks, just by the fact that they need to be busy keeping an eye on potential thief,
b) Instead of stealing thousands knowledge in one go when left alone, there would be small chance for small (like 200 or 300) amount of knowledge lost each and every time siphon Deadnaut is left alone even for short period of time (instead of tick-based event).

I've made a few tweaks the flaw that will stop it from making your KN balance go into the negative. The amount of knowledge it siphons has also been reduced and capped (it is based on a percentage of your current KN).
